I am having a problem where my GPU would shut down at 65c while playing games and cpu stays at 50c during that period, rest all components doesn't heat either.. I have already replaced my psu via rma and got a brand new seasonic 520w 80 plus, replaced my ram, replaced my cpu heatsink , tried changing the thermal paste on gpu didn't help either.. the only component left to replace is motherboard and GPU but both components are out of warranty so I can only replace one of them, so I am not sure which is at fault here. I am assuming it's motherboard because I do have frequent freezes in bios and even in safe mode which makes me think problem is with Mobo, otherwise why would GPU shut down at 65 when limit is like 90.. any help would be appreciated, thanks.

SOLUTIONS
Clean the dust in CPU GPU RAM through blower or clean with isopropyl with 99.9 alchohol
Remove heat sink Fans of CPU and GPU and put some thermal paste on the chip and processor
Remove and Clean the heat sink of the CPU and GPU and clean it with blower and isopropyle
Clean the Fans cooler pipes or cooling parts if any through air blower and if found dirty then use isopropyl
Check CPU/GPU is overclocked in BIOS or any other softwares
Check if CPU/GPU is not overused by any Games or any software in background while normal use and while playing games
Find a large heat sink or larger fans for GPU if it can fit as per size (check cooler master or ARCTIC site they have many solutions)
get a Cabinet case or CPU cooling fans
Check power option settings

If on High Performance
Power Options>Change Plan Settings>Change Advanced Power Settings>Processor Power Management check all the tabs,

3D settings of Geforce Control Panel (install Graphic card softwares), then you want to try changing Power Managment Mode to "Adaptive".
VSYNC power heating options
(1) Run FRAPS and the game (2) Turn off VSYNC (3) Tweak averaging at least 10% above the target refresh (i.e. 66FPS) (4) Turn on VSYNC

As update that other card is also hanging on same motherboard and latest update that your PC is working on increasing the speed of Fan and controlling the temperature below 60

The Motherboards or electronics circuits always restarts on heat in old times processors used to heat and boards used to hang or restarts on less temperatures and due to the same reasons many new motherboards now have sensors of temperature and they automatically starts of heating to protect the device from bursting burning.
There are many new Motherboards which are specially made for OVERCLOCKING and OVERHEATING and their heating temperature chips are configured and clubbed together to work on more particular heat level temperature . Secondly overclocked motherboards have special cooling pipe COOPER heatsink pipes or COOLING UNIT or WATER COOLING to keep the chips cool and temperature cool.
Secondly there are many reason sometime Power supplies SMPS less current (Power wattage) to particular device on detecting more temperature for device or chip. Some time some Processor or RAM or electronic components on PSU or GPU like Capacitor Transistors IC's gets heated or gets triggered on Heat as every electronic components have metals or coils and every component have limit of working on particular temperature .
In your case your motherboard Asus m5a97 is old and dont have overclocking and overheating protections and features and manufactured at the time of lower old graphics cards (512MB 1GB max of 2gB) and you are using advanced Graphic cards on a lower end motherboard and i dont think your motherboard supports OVERCLOCKING or overheating
Now solutions
As you want to purchase "10th gen comes out as I have saved enough money and I will use my GTX 970 with 10th gen Intel till the time 3060 comes and then I will upgrade to 3060 once it comes out" so i think before purchasing spending money on old "motherboard for my FX 8320" try following solutions for time being and go for full new upgrade with 10th Intel generation.
some NVedia (Nvidia Inspector/ Geforce Experience) Asus or Gigbayte motherboard or Graphic cards have softwares or options in BIOS to increase the limit of Overheating you have to find that software and can try through that
As you have increased GPU /CPU fan speed you can control cooling through software or increasing cooling through Fans or water cooling so the components get cooled when they heated at the earliest and your computer dont shutdown
Also try to increase cooling of Your CPU processor fan and GPU processor fan and make your processor cool through water cooling
Instead of msi afterburner change or Install Run Nvidia Inspector for GPU temperature and fan speed testing and configuring as your GPU is of NVidea
As reading other links founded that Power Supply SMPS of PC should be of True power 600w to 1000w so that the GPU gets enough current power wattage while working and sometimes may stop GPU or other parts to heat less on getting proper wattage voltage and current

Second one is harder....Pull the card, take the card and driver| .REG files to another computer. Install and see if the Problem transfers. As per your first comments :- but the thing is this same motherboard ran this 970 for 4 years with no issue and never shut down and even the power supply is of best quality of Seasonic because this same motherboard ran my 970 for 4 years at temps of 65-70c with no issues at all
As you are told me that you are using motherboard and same graphic card with all same parts from last 4 years and it was working fine means not shutting down at a temprature of 65C to 70C and graphics card.
But previously commented "I have tried putting a new GTX 1050ti in my computer and I am still having the same problem." so i told you that may be motherboard have problem but there may be other problems factors reasons for shutting down also may be driver software or other parts heatings
then as per idea my thoughts either your GPU or CPU or RAM or chips somewhere in motherboard or Graphic card or some thing is overheating by time or dust or carbon in parts...you should check or compare temperature through softwares listed below of all components (CPU RAM CHIPS GPU) previously and now and find which part is more heating now it may be shutting down due to GPU throttle limit or may be due to heat of some other parts
The game you playing or any other software or any other Memory resident program (antivirus or any softwares) or any software to may be CONFLICTING restarting or shutting down the PC you should cross check system files malwares softwares AND CONFLICTS.
Sometime system shutdown is due to HDD reading errors on particular sectors so u should scan defrag HDD and chkdsk also
try to find new update GPU drivers or motherboard BIOs updates or GPU chips Updates any other update for chipset drivers updated may be they are corrupted or giving some problems
Try to change Game lower down or GPU settings of Frame rate or resolutions or CPU RAM usage or any other system setting which may solve your problems
As per your second comments :- try the increasing temp limit for my gpu because I think that can solve the issue, but unfortunately my motherboard has no options to increase temp limit of gpu to avoid it from shutting down. Do you know of any software which I can use to increase temp limit of gpu?
Now my views:-
I know you are using graphic card GPU GTX 970 chipset but you did not mentioned and told of which Company (MSI ASUS NVedia) or any other company of your graphics card. Kindly mention in question company of your devices then it will be easier to find and troubleshoot your problem .
Find Default GPU The throttle temperature limit set of card of your specific Manufacturing company.
As per my suggestions GPU throttle temperature limit is set to protect you GPU motherboard and CPU from being Damaged by overheating or burning its not advisable to increase those limits its better to make your GPU CPU cool by Fans Heat Sinks or increasing fan speeds or purchasing new big cabinet fans or CPU or GPU fans or water coiling. Still you can carefully try to increase the throttle limit by software but try to keep it low by Default and preferred throttle limit of the company
I am below sharing below links of software's by various company without proper knowing about your Graphic car company and mother board company. Its advisable only use or You should try with the software of the manufacturing dont try 3rd party or softwares of other companies with your card they may force but may damage your card

In my experience you did well to change the psu, however, chances are you choose a model too low for your needs. If you're still in the return period I'd try a 700w + psu. As the psy ramps up it starts to draw more power. Overheating is always a suspect but as it is not the case here my next guess would be your psu.
